The Constitution of the Lunar Republic

Preamble

We, the first inhabitants of the Moon, in order to establish a just, peaceful, and forward-thinking society, to ensure the liberty and well-being of all our citizens, to foster the pursuit of knowledge for the benefit of all humanity, and to act as responsible stewards of this new world, do hereby ordain and establish this Constitution for the Lunar Republic.

Article 1: Founding Principles

The Lunar Republic is a sovereign, democratic, and indivisible society founded on the principles of liberty, equality, and universal cooperation.

Article 2: Universal and Equal Rights

All persons within the Lunar Republic are born free and equal in dignity and rights. They shall enjoy the fundamental rights to life, liberty, security of person, freedom of thought, conscience, speech, and assembly without distinction of any kind, such as terrestrial origin, creed, race, gender, or physical condition.

Article 3: Citizenship by Proclamation

Any human being who physically relocates to the territory of the Lunar Republic with the expressed intent to reside permanently shall be granted full and immediate citizenship. No other prerequisite, test, or background check shall be required to claim this right.

Article 4: Citizenship by Birth

Every person born on the Moon, or in any vessel or station under the jurisdiction of the Lunar Republic, is automatically a citizen of the Lunar Republic from the moment of birth.

Article 5: Sovereignty of the People

All governmental power is derived from the citizens of the Republic, who shall exercise this power through their elected representatives and by direct referendum.

Article 6: The Lunar Council

The legislative power of the Republic shall be vested in a unicameral body known as the Lunar Council. Its members shall be elected by the citizens to serve for a term of four years.

Article 7: The Administrator

The executive power shall be vested in an Administrator, who shall be the head of government. The Administrator shall be elected by a direct vote of all citizens for a term of five years and may serve no more than two consecutive terms.

Article 8: The Judiciary

Judicial power shall be vested in a Supreme Court and such lower courts as the Lunar Council may establish. The judiciary shall be independent and tasked with upholding this Constitution and the laws of the Republic.

Article 9: Free and Fair Elections

All elections for public office shall be free, fair, and held by secret ballot. Every citizen who has reached the age of 16 shall have the right to vote. Elections for the Lunar Council shall be held at regular intervals not exceeding four years.

Article 10: Freedom of Movement

Every citizen has the right to move and reside freely within the territory of the Republic. Every citizen also has the right to leave the Moon and to return.

Article 11: Common Heritage

The surface, subsurface, and natural resources of the Moon are the common heritage of all citizens of the Lunar Republic. Their exploration and use shall be regulated for the benefit of all, ensuring sustainability and preventing exploitation. No part of the Moon itself may be privately owned.

Article 12: The Pursuit of Knowledge

The Lunar Republic shall protect and promote scientific inquiry, exploration, and the open and free sharing of all data and knowledge, except where it compromises the immediate security of individuals.

Article 13: Environmental Stewardship

The pristine and unique environment of the Moon, including its historical sites such as the first landing areas, is a protected trust. The Republic shall enact and enforce strict laws to preserve it for future generations.

Article 14: Economic System

The economy shall be structured to encourage innovation and personal initiative while guaranteeing that all citizens have access to the basic necessities of life, including breathable air, water, food, shelter, healthcare, and education.

Article 15: Peace and Demilitarization

The Lunar Republic shall be a peaceful society. No standing military force shall be established. A civil security service, responsible for law enforcement and emergency response, shall be maintained for the safety of the citizens.

Article 16: Right to Privacy

Every person has the right to privacy in their personal life, their home, and their communications. In a society dependent on technology, the right to control one's own data is fundamental.

Article 17: Universal Education

All citizens have the right to a free and comprehensive education, aimed at the full development of the human personality and the strengthening of respect for fundamental freedoms.

Article 18: Freedom of Belief

All persons shall be free to hold and practice their own philosophical, spiritual, or religious beliefs, or lack thereof, provided such practices do not infringe upon the rights and freedoms of others.

Article 19: Amendment of the Constitution

This Constitution may be amended by a proposal that is approved by a two-thirds majority of the Lunar Council and subsequently ratified by a simple majority of citizens in a public referendum.

Article 20: Supremacy of the Constitution

This Constitution is the supreme law of the Lunar Republic. Any law, regulation, or official act that is in conflict with its provisions shall be null and void.
